This webinar will provide an introduction to the regulatory framework from Elizabeth Shovelton, Department for Transport and Ken Bickell, BADGP. This will include an introduction from DfT as the competent authority and how they appoint enforcement agencies to act on their behalf. Ken will provide an overview of how enforcement activities by the police are conducted under Health & Safety legislation.

Elizabeth Shovelton, Department for Transport, Deputy Divisional Manager, Dangerous Goods and Roadworthiness
Elizabeth Shovelton is Head of Dangerous Goods and Roadworthiness in Department for Transport. Her team represents the UK at international meetings to negotiate changes to the ADR agreement governing Dangerous Goods as well as working with regulatory and enforcement bodies in the UK. She has previously worked as head of international rail and held posts in road freight regulation. Before that she has held a range of civil service posts in Department for Transport and Home Office (with a short secondment to the European Commission). Elizabeth has a degree in European Law and speaks French and German fluently. She is also a qualified DGSA.
Ken Bickell, Hazken Training Limited
Ken Bickell completed 30 years within the police service with 25 years on Roads Policing as a commercial vehicle enforcement specialist. For the last 13 years of his service, he was a full-time specialist roads policing trainer responsible for training all areas of commercial vehicle enforcement. He sat on several national police forums and was involved in writing multiple areas of national police training curriculum including, Dangerous goods enforcement and prohibitions and Class 7 Radioactive enforcement as the national training lead for the NCDGPF. Ken is a highly qualified, experienced and award-winning trainer and has recently become a full committee member of BADGP and is the managing director of Hazken Training Ltd.
Sgt Jason Dearsley, vice-chair National Carriage of Dangerous Goods Enforcement Forum (NCGDPF) and Essex Police commercial vehicle unit (CVU).
Jason Dearsley has been a Police Constable since 1998. He has been on Roads Policing for nearly 17 years with the majority of that as a Police Sergeant. Currently Jason is in command of the Commercial Vehicle Unit for Essex Police, where he supervises the daily operations relating to Commercial vehicles, including the movement of abnormal indivisible loads, as well as supporting in times of high demand the main Roads Policing Units. Jason is trained as a Lead Investigating Officer for Road Deaths, a Road Scene Manager (Managing complex scenes and traffic management with partner agencies and emergency services). He is also a tactical advisor for pursuits and authorised to carry Taser, as well as the qualified trainer for the Tier 1,2 & 3 National Dangerous Goods training packages for his force.
